In these contracts, Imco detected that 157 were awarded directly, as stated in a press conference.
According to the newspaper Reforma, although they barely represent 3% of the total amount assigned through contracts, agreements, direct awards or restricted invitation, Imco detected that only 19% of the procedures that were not assigned through a public tender included with adequate legal justification.
Therefore, the most viable option is public bidding. According to Max Kaiser, anti-corruption director of the Institute, public bidding must be the rule and the award, if it is going to be used, must have a clear and justified argument.
